My deal with CBS is no football, no Madden. CBS TV pro football analyst John Madden, on CBS losing NFC broadcasting nights to the Fox Television Network next year. Ken Hatfield, who coached six seasons at Arkansas, returned to the Southwest Conference yesterday as coach of the Rice Owls, replacing Fred Goldsmith, who resigned Dec. 16 to coach at Duke. Hatfield has a 113-62-3 record as a head coach over 15 seasons, including five years at Air Force, six at Arkansas and most recently, four seasons at Clemson.

"Ken has a reputation as a players' coach and as such he is deeply concerned about all aspects of the lives of his student athletes," said Rice president Malcolm Gillis. "I know he is committed to continuing to bring recruits into this program who can successfully cope with the rigors of academics while competing successfully as athletes," Gillis said. Rice had awarded Goldsmith a contract extension through the 1999 as a reward for leading the Owls to their first back-to-back winning seasons since 1960 and 1961. The Owls hadn't had a winning season since 1963. Hatfield was an assistant coach at Army, Tennessee and Florida and he was offensive coordinator at Air Force in 1978 before becoming head coach there.

Stanford has the brightest football players those athletes with the highest SAT scores when they were recruited and Oklahoma is at the bottom of the list, according to a survey published yesterday. Ranking right behind Stanford among Division I schools in recruiting SAT achievers were Northwestern, Duke, Virginia and Vanderbilt. Stanford football players had an average SAT score of 1069 out of a possible 1600, according to the survey done by USA Today, using NCAA data for freshmen entering from 1990-92. Northwestern's football players recruited during that period had an average SAT score of 1034. Then came Duke at 1003, Virginia at 955 and Vanderbilt at 952.

Soccer World Cup champion Germany completed a disappointing North American tour with a scoreless tie against Mexico in front of 120,000 fans in Aztec Stadium in Mexico City. Germany, which opens the World Cup against Bolivia on June 17 at Chicago's Soldier Field, lost to Argentina, 2-1, last week at Miami and was unimpressive in a 3-0 victory over the United States on Saturday. Nevertheless, the Germans finished the year No. 1 in the FIFA rankings. Germany figures to have an easy time in the first round of the World Cup, drawn with Bolivia, Spain and South Korea in Group C.

Mexico is in the toughest group, with Italy, Norway and Ireland in Group E. Olympics The rowing and canoeing competition at the 1996 Olympics will be held at Lake Lanier in northeast Georgia instead of in the Atlanta suburb of Rockdale County, organizers of the Games said. The Atlanta Committee for the Olympic Games had wanted to have the events at a manmade site in Rockdale County but the federations that govern the sports favored Lanier. Tennis New York Mayor David Dinkins signed a new long-term lease for the expansion of the National Tennis Center in Queens, which will keep the U.S. Open tennis tournament in the city for at least 25 years.

The signing of the accord with the U.S. Tennis Association culminated more than two years of negotiations and government approvals and it provided Dinkins with one of the final formal occasions of his four-year term.
